Christchurch City Council can cope with

Earthquake Recovery Minister Gerry Brownlee says plans are being drawn up for the government to take over if the council - coping with the massive $40 billion rebuild following the 2011 earthquake - loses its Building Consent Authority accreditation nuskin group.
The council has been issued with an ultimatum by crown entity International Accreditation New Zealand to clean up its act by June 28.
Mr Brownlee said the situation was alarming and put the rebuild at a crisis point.
The council had failed to adequately address its systems, resources and improve the culture of its consenting staff, he said.
Mr Parker responded by saying the council was "determined and confident" it could turn things around by the deadline.
"We have taken on extra staff, nuskin and working extra shifts and we will put a call out to all other councils around New Zealand to see if they are able to assist us."
The 2011 quake exacerbated already existing building consent problems and the council was dealing with unprecedented demand for building consents, Mr Parker said.
About 120 people are processing around 1700 building consent applications.
The council had received 690 building applications in March and that increased to 830 in May as projects worth $1.2 billion seek consent for building.
"We knew we had a big job ahead of us to meet that demand. We've been working on ramping up our processes and systems to handle this huge influx and keep the rebuild moving."
Mr Brownlee's announcement caught the council by surprise on Wednesday, with councillors first aware of it through media calls.
In 2010, the government sacked the region's councillors over delays in issuing irrigation consents and replaced them with commissioners. It later changed the law so the commissioners will stay until 2016.
Councillor Glenn Livingstone told Radio New Zealand the implications of the latest move were huge and it was another government takeover of authority nu skin hk.
However, he agreed with Mr Brownlee there needed to be a more "can do" attitude from staff.
"I don't think he's wrong ... in terms of the overall culture, I have had some concerns about that."
